The Bolivia Mental Health Consultant will report to the CBM Global Director Mental Health and will support the CBM Global Bolivia Country Director in the day-to-day operations.
Job Overview and Core Purpose
The position holder is part of the CMH (Community Mental Health) Technology Area Core Team, which leads the mental health technology support area for organizations worldwide. The focus will be on mental health work in Bolivia, but consultants will also represent CBM Global in regional/Spanish-language forums such as the Pan American Health Organization. The role also supports global strategic planning and operational activities, including developing and maintaining the quality of program implementation and advocacy.
Knowledge and experience in disability inclusion is greatly needed, and experience in mental health and psychosocial support (MHPSS) and children’s mental health in humanitarian emergencies is also welcome.
The core purpose of this role is to provide local partners with the information and capabilities needed to deliver high-quality programmes. The role also includes advocacy and communications about mental health issues and may involve advising other organizations on mental health issues on behalf of CBM Global.
This role is guided by the application of CBM Global Standards and Organizational Strategy to CBM Global’s program work and Bolivia’s National Strategy. The overall direction is set by the Community Mental Health Strategy, which itself is based on the CBM Global Federation strategy. Hour: Part-time (50%)
salary range: The salary offered will be competitive depending on skills and experience. We offer local contracts.
Responsibilities and obligations
This Job Leader is responsible for supporting CBM Global’s Community Mental Health (CMH) work in Bolivia and has the following specific responsibilities for our projects. Additionally, regional/global projects may arise elsewhere and consultants will be members of the global CMH core technical team and will be assigned certain global level responsibilities.
- Develop a new mental health plan through a tripartite collaboration with member teams and the Bolivian national team. These may focus on mental health, or be integrated into work in other sectors.
- Support CBM Global’s Bolivia country team in delivering, monitoring, evaluating and continuously improving projects according to CBM Global’s operating model
- Participation in relevant CBM Global Bolivia meetings, including the National Coordination Forum
- Support the work of partner staff and build capacity where appropriate
- Recruit and manage consultants as needed to complete specific tasks
- Represent CBM Global in external forums, provide high-quality technical advice and provide targeted advocacy through various groups at appropriate events
- Represent the Community Mental Health Technology team in internal CBM Global forums and workflows
- Develop relationships and networks that support the organization’s mission and advocacy efforts
- Manage and report on CMH budgets in Bolivia and understand CMH project budgets
- Other relevant aspects of the work of the CMH Initiative and within the general scope of the consulting work

Key outcome expectations for this role
- Collaborate with MA, national team and partners to develop and successfully grow a CMH project portfolio in Bolivia
- Ensure high quality project delivery by maintaining a close working relationship with Organizations for Persons with Disabilities (OPD), providing relevant and up-to-date technical advice to partners and supporting mental health competencies
- CMH and MHPSS competencies of CBM Global staff and partners are designed to meet expected core competencies
- The core CMH technical team is strengthened through regular liaison with regional CMH advisors and other members
- Users and employees of the CBM Global Partner Program are free from abuse and exploitation.

Education, Knowledge and Experience
- Background qualifications with a degree or higher in mental health, psychiatry, psychology, psychosocial disability or a related field
- At least 3 years of work experience in mental health and development or disability-inclusive development, preferably at a consultative level
- A solid understanding of disability-inclusive development and its application to mental health
- Experience in applying relevant tools and methodologies (project management, data and monitoring and evaluation, inclusive and participatory approaches, etc.)
- Experience in Humanitarian Response and MHPSS and Child Mental Health*
- Experience in networking, advocacy and influence, with knowledge of, and ideally an active role in, key global and continental networks
- Experience in developing project proposals and successfully obtaining project funding. Understand and incorporate donor requirements for safeguards and accountability mechanisms.
- Experience in writing reports and guidelines
- Operations research experience, and interpreting and applying evidence in practice*
- Teaching/Training/Counseling Experience
- Experience in managing and supervising others*
Skills/Abilities/Personal Qualities
- Willing to learn and use CBM global project management tools, reports, statistical formats, global online, global connections, HR software, etc.
- Tools and resources specific to mental health work; WHO QualityRights, mhGAP, scalable transdiagnostic psychological interventions, MHPSS in emergencies
- Good MS Office skills, including making documents and presentations accessible.Ability to manage budgets in Excel
- Be able to learn and implement CBM Global’s Safeguards Policy, Code of Conduct, Incident Response Protocol and the role of first responders in documenting, responding to and reporting incidents
- Ability to exercise good judgment and timely decision-making in maintaining risk management to ensure the safety of projects and to develop and implement innovative solutions to minimize risk to project participants.
